Job description:

Under the guidance of the Manager, Programs, the Program Manager, National Skills Programs position develops and administers Skills Tasmania’s Group Training Organisation grant program that aims to help more Vocational Education and Training (VET) students to successfully complete their studies. The position will be responsible for grant management, compliance activities and significant stakeholder engagement, as well as additional activities associated with the development and communications for the new grant program. The incumbent provides high-level project management and advice about the administration of grants and liaises with stakeholders about the administration and appropriate management of these grants.

Period of Appointment

Appointment to the role is on a fixed term flexible basis (up to 73.5 hours per fortnight) for two (2) years. 

Duties

  • Coordinate the design, development, implementation, and evaluation of grant programs, including the preparation of program guidelines, application and assessment processes, deeds and contracts.
  • Coordinate the management of grants information and records and assist in the preparation of budget management tasks including managing, monitoring and reporting of expenditure against budget to ensure the financial and risk management responsibilities of Skills Tasmania are met.
  • Take the lead on engaging with Group Training Organisations, industry, community organisations, government agencies, Registered Training Organisations and other service providers working with the vocational education and training system to inform grant programs, services and initiatives.
  • Provide high level strategic advice to Manager, Programs on policies and programs relating to the management of the grants programs and funding commitments.
  • Provide high level briefing notes, correspondence, documentation, ministerial correspondence on issues as required.
  • Work within a collaborative team environment under the general direction of the Manager, Programs to review and evaluate relevant aspects of the Tasmanian workforce development and training system to improve design and delivery of Skills Tasmania grant programs to achieve client centred services for stakeholders.
  • Represent the Department or Government as required on matters relating to workforce development and training.
  • Actively contribute to a positive workplace culture across Skills Tasmania.

Desirable Requirements

  • Experience and/or knowledge of the Vocational Education and Training system, and/or the operations of Group Training Organisations, or an ability to acquire this knowledge quickly.
