Job description:

Under the direction of the Director, Office of the Tasmanian NPM, the Senior Policy and Project Officer will contribute to the development of policy advice and submissions, report writing, and play a key role in office project administration. Outputs and project activities will relate broadly to Australia’s human rights obligations, and the Tasmanian NPM and Custodial Inspector’s published expectations. In particular, the position contributes to a two-year project to comprehensively assess the conditions and treatment of children and young people deprived of their liberty in the Tasmanian community. This project is a state first, which the Tasmanian National Preventive Mechanism (NPM) is carrying out in partnership with the Commissioner for Children and Young People. The work of the Senior Policy and Project Officer will be undertaken collaboratively with other members of the project team. It will assist with advancing the Tasmanian NPM’s mission to strengthen protection against torture and other cruel, inhuman or degrading treatment or punishment. At times the Senior Policy and Project Officer may be required to attend monitoring visits and assist with examinations. This may include intrastate travel.

Period of Appointment

18 months.

Hours per fortnight

73.50 hours per fortnight - flexible options available. 

Duties

  • Manage and/or contribute to the development, delivery, implementation and review of designated polices and projects.
  • Prepare a range of documentation including project plans, correspondence, reports, and communications material.
  • Research and analyse policy issues and contribute to the development of draft advice, support, and submissions to relevant authorities, ensuring alignment with the Tasmanian NPM’s published expectations and driving strategic initiatives to enhance organisational compliance and performance.
  • Liaise, coordinate, and collaborate with team members across the broader Office as well as with external stakeholders.
  • If required, attend examination activities and employ relevant investigation methodologies in places where children and young people are deprived of their liberty.  
  • Undertake other duties, not specifically mentioned in this document, that are within the capacity, qualifications and experience normally expected from persons occupying positions at this classification level.  

Essential Requirements

  • Current Tasmanian Registration to Work with Vulnerable People (Registration Status – Employment).

  1. Pre-employment (National Police Record) checks for: Arson and fire setting, violent crimes and crimes against the person, sex-related offences, drug and alcohol related offences, crimes involving dishonesty, deception and/or conspiracy, making false declarations, malicious damage and destruction to property, serious traffic offences, crimes against public order or relating to the Administration of Law and Justice, Executive or the Legislative Power.
  2. Disciplinary action in previous employment.
  3. Identification check.

Desirable Requirements

  • Legal experience.
  • Experience in legislation and policy development.
  • Understanding of human rights and their application.
