Job description:

The Senior Team Leader Learning and Development is responsible for providing high level planning, development, design, quality assurance and coordination of resources for learning and development for primarily front-line staff in Service Tasmania, as well as, working collaboratively with DPAC Human Resources to ensure department learning opportunities are applicable and accessible to all Service Tasmania staff.

Period of Appointment

This is a fixed term appointment for a period of 12 months

Hours per fortnight

Up to 73.5 hours - flexible options available. 

Duties

  1. Develop a learning and development framework and performance indicators for Service Tasmania which continuously increases the organisation’s capability and capacity to provide learning support to staff and which complements Departmental or Whole of Government learning initiatives.
  2. Advise Service Tasmania senior staff on matters related to the provision of learning and development for staff of the division.
  3. Use research to ensure learning and development approaches and delivery in Service Tasmania meet contemporary adult learning principles.
  4. Prepare statistical information, develop and maintain data stores and provide reports to senior managers on learning and development activities and progress against framework performance indicators.
  5. Ensure learning and development resources continuously meet relevant client agency and other requirements of currency and accuracy in content and processes and contribute to maintenance of procedural information management in collaboration with Service Delivery Coordinators.
  6. Work collaboratively with the Service Delivery Coordinators and other key staff to support design and development of learning and development programs, including staff inductions. Where appropriate deliver programs relevant to service delivery which meet the requirements of individual learning needs and reflect compliance and delegations of staff involved and ensure alignment of channel operations.
  7. Support service delivery staff in supervisory and management roles to develop and maintain skills needed to enable and actively support learning relevant to their team members and maintain a culture of learning in the organisation.
  8. Participate in operational projects which may include leading working groups from across the service centre network, contact centre and support services, business support services and external members and be involved in service delivery reviews when required to provide advice to senior management in Service Tasmania on future needs.
  9. The incumbent can expect to be allocated duties, not specifically mentioned in this document, that are within the capacity, qualifications and experience normally expected from persons occupying positions at this classification level.

Essential Requirements

The Head of the State Service has determined that the person nominated for this position is to satisfy a pre-employment National Criminal History Police Check before taking up the appointment, promotion or transfer.  The following check is to be conducted:

Checks for criminal charges, convictions or findings of guilt for:

  • crimes involving dishonesty

Desirable Requirements

  • A current driver’s license.
  • Experience in the design and delivery of learning and development frameworks and programs.
