Lead the activities of the Business and Compliance Team and manage the provision of quality services through the effective and efficient management of assigned human, physical and financial resources to ensure delivery of robust contractual provision to achieve value for money outcomes for publicly managed properties and ensure the achievement of financial, operational and performance targets for building compliance, contractual compliance and business support.

Period of employment / Hours:

  • Note: - This role is for a limited timeframe to meet current organisational needs associated with the implementation of Property Maintenance Service Model and Restructure 2025.

Fixed term full-time day work (part-time hours may be considered by negotiation) commencing ASAP until 30 June 2027 (a period of approximately18 months

Duties:

Primary Purpose / Focus :

As a member of the Property Maintenance team, contributes to the growth and sustainability of Tasmania’s community infrastructure, with a specific focus on the social and affordable housing portfolio, through the delivery of responsive, planned, and essential building maintenance services. This is a senior leadership role in Community Infrastructure requiring advanced knowledge and experience of maintenance services to effectively and effectively manage complex maintenance services activities.
 
The core objectives of the position are to:
  • Lead the activities of the Business and Compliance Team and manage the provision of quality services through the effective and efficient management of assigned human, physical and financial resources to ensure delivery of robust contractual provision to achieve value for money outcomes for publicly managed properties and ensure the achievement of financial, operational and performance targets for building compliance, contractual compliance and business support.
  • Develop, implement and manage processes to manage Essential Building Services, ensuring legislation, guidelines, standards and internal policies and procedures are adhered to. Provide appropriate authoritative advice and expert support for building compliance matters.
  • Lead as a central point for all building compliance matters, providing specialised guidance and advice taking into account legislation, standards, guidelines and internal policies and procedures.
  • Coordinate staff in the provision of contract compliance and administration of the general maintenance, landscaping, essential maintenance and other relevant contracts and manage the day-to-day activities as part of the overall state-wide Property Maintenance Team.
  • Develop and establish processes and systems for the effective management of business support services providing a single point of contact for all Ministerials and other Departmental enquiries, ensuring effective dissemination, review and monitoring.
  • Provide authoritative, specialised advice on strategic and operational matters and lead project management and/or development for maintenance and procurement projects and ensuring the performance of contractors and relevant staff in relation to the delivery of identified projects.
  • Develop high level and often complex business case proposals, project plans, communication strategies and any other relevant project documentation required in the development and administration of identified projects.
  • Support the State Manager in determining strategies, priorities, work standards and resource allocation to achieve quality service delivery and meet established performance targets.

Skills and experience :

Selection criteria includes:

  • Demonstrated highly developed leadership skills in an environment of change, competing priorities and outcome focused environment, together with a demonstrated ability to effectively and efficiently manage human, financial, and physical resources.
  • High level conceptual and analytical skills including the ability to understand political, social and organisational environments together with the ability to identify and respond to contemporary and complex issues impacting on the Homes Tasmania community infrastructure portfolio.
  • Highly developed interpersonal skills and demonstrated competence to effectively manage conflicts and negotiate resolutions in a professional setting, with a demonstrated ability to represent Homes Tasmania and liaise effectively with service delivery staff, contractors, unions, tenants, government agencies and industry organisations and to identify and negotiate mutually acceptable solutions in situations of differing interests.

Desirable Requirements:

  • Current Driver’s Licence.
  • Knowledge of contract management, procurement, compliance, building services and maintenance information systems and processes.

Essential Requirements:

  • Current Tasmanian Working with Vulnerable People (child related activity) Registration (Employment type)
