Job description:

The newly funded role provides senior clinical leadership for the assessment, treatment, and risk management of high‑risk offenders within Tasmania Prison Service. The successful applicants will lead the design, governance and delivery of evidence‑based interventions aligned to the Risk‑Need‑Responsivity (RNR) model and support statutory decision‑making related to dangerous criminal declarations and High Risk Offender (HRO) order.

Details of Appointment

Permanent Full-time.

73.50 hours per fortnight - flexible options available.

Benefits

Salary of $129,302 – $136,089 pa. Starting salary negotiable within range subject to experience in a similar role. Annual salary increase within this range in accordance with the Tasmanian State Service Award and Public Service Union Wages Agreement.

Working Environment

Tasmania Prison Service (TPS) has prison facilities located at Risdon Vale, Hobart and Launceston in Tasmania. This position is based at Risdon Vale. 

The Risdon Vale site offers a corporate working environment without the hustle and bustle of city centre offices, free on-site parking and access to the on-site staff gym (or head across the road to Risdon Brook Dam for a walk at lunch time). 

Duties

  • Provide clinical leadership, governance and expert advice for the assessment, treatment and risk management of adult offenders convicted of Schedule 1 offences under the Dangerous Criminals and High Risk Offenders Act 2021 (Tas) (DCHRO Act) and such other high-risk offenders as determined from time to time.
  • Act as the principal clinical advisor withing the TPS including the provision of authoritative clinical advice and direction for all TPS clinical work relating to offenders subject to, or being considered under, the DCHRO Act.
  • Establish, maintain and monitor a statewide clinical governance framework for high‑risk offenders, including standards, clinical decision‑making thresholds, escalation pathways and audit processes.
  • Ensure clinical practice aligns with evidence based best practice, legislative requirements, Director’s Standing Orders, professional standards and ethical obligations.
  • Lead the procurement, development, implementation and quality assurance of specialist risk assessments for serious sexual and violent offending, including structured professional judgement and actuarial tools as appropriate for complex and high risk individuals.
  • Work collaboratively with Community Corrections, Tasmania Police, the Office of the Director of Public Prosecutions, Forensic Mental Health Services, and other relevant agencies.
  • Coordinate, develop and quality‑assure clinical reports and opinions provided to the Office of the Director of Public Prosecutions, courts and statutory committees.
  • Work collaboratively across therapeutic services provided by the Tasmania Prison Services to provide training, expert advice and case formulation for high-risk individuals.
  • Maintain offender case notes, records and administrative information and prepare formal assessments and other reports in accordance with relevant practice standards.
  • Perform other duties as envisaged by the assigned classification under the relevant industrial award or agreement and in accordance with the skills, competency and training of the occupant.

Essential Requirements

  • A degree of at least 3 years duration in Psychology, Social Work or Counselling or equivalent as provided by a recognised university.
