Job description:

To lead the effective management, monitoring, and reporting of the Department’s budget within an accrual accounting environment, ensuring high standards of financial integrity and compliance. This role provides strategic oversight of budgetary processes and systems, directs the delivery of high-quality internal and external budget reporting, and leads a small team to deliver efficient financial accounting services that support sound decision-making and departmental objectives.

Duties

• Manage the provision of budget support services to the Department, providing specialist consultative advice to senior managers and staff to support the effective management of the Department’s resources.

• Develop and implement policies, strategies, and training programs for effective budget management.

• Manage the preparation of the Department’s annual Budget Submission and Budget Papers, coordinate submissions to the Budget Committee and prepare information for Treasury, Ministers and Estimates Committee hearings.

• Manage the process for the development of the Department’s annual revenue and expenditure budgets. This includes monitoring the Department’s budget and preparation of monthly and quarterly high level budget management reports to the Executive Team.

• Manage the Department’s budget management system, including internal budget models and cash flows as well as managing and maintaining Treasury’s Budget Information Management System (BIMS).

• Manage and undertake complex analysis and investigation into budget related issues providing recommendations to senior management, including project management of special projects.

• Lead and manage the work of a small team and actively promote a positive work culture of collaboration, teamwork, respect and continuous improvement. Includes managing workflows, quality control and outputs as well as performance management and conflict resolution.

• Represent the Department at national and whole-of-government forums and advisory groups relating to budget management and financial operations, providing high level advice and recommendations back to senior management of significant changes aligned to best practice. 

Desirable Requirements

• Tertiary qualifications in a relevant discipline with membership of CPA Australia or the Institute of Chartered Accountants or other professional accounting body.

• A working knowledge of the public sector finance system.
