Job description:

Provide high level contribution to the strategic and tactical management of the Tasmanian State road network through the development of road asset management plans, associated strategies and road maintenance programs. This will be achieved by linking corporate objectives, strategic asset management policies and plans with road asset management planning, requiring the occupant to possess high level knowledge and capability in pavement technology, asset management and risk management.

Period of Appointment

Appointment to the role is on a permanent full-time basis (73.5 hours per fortnight). 

Duties

  • Undertake road asset management planning, including the development of the Road Asset Management Plan for the State road network and the development of policies and standards that are aligned with corporate strategic plans, asset management policies and customer Levels of Service.
  • Take a lead role in the development and maintenance of the pavement management system and developing strategies for managing pavements and other road related assets, with consideration of road asset risk and financial constraints.
  • Undertake road network modelling utilising contemporary decision support software and other complex analyses to guide development of optimal road maintenance investment programs, including 10-year pavement renewal programs, to support road asset management plans.
  • Oversight of maintenance projects, including the development of project briefs that scope delivery requirements for project managers.
  • Ongoing monitoring, analysis and reporting of the performance of the State road network with recommendations for road asset data collection strategies.
  • Effectively manage physical, human and financial resources, including consultants and contractors to achieve specified project outcomes.
  • Undertake assessments for impacts on the State road network due to proposed major utility installations, works and other activities, including pavement impacts due to heavy vehicles.
  • Provide technical and road asset management advice for Divisional road projects including advice on standard specifications related to road assets.
  • Represent the Transport Delivery & Assets Division and Department as required on State and national bodies relevant to the asset management task, including Austroads and other intergovernmental forums.

Essential Requirements

Evidence of the following must be provided prior to appointment to this role:

  • Appointment under the State Growth Engineers Industrial Agreement, requires the Satisfactory completion of a relevant 4 year (minimum) university degree in engineering that is accredited by Engineers Australia; or satisfactory completion of academic qualifications in Engineering that are recognised by Engineers Australia as being an equivalent qualification.
  • A current full car driver licence.

 

The person must continue to satisfy the above essential requirements/qualifications throughout their employment in this role.

Desirable Requirements

  • Post graduate qualifications in a relevant discipline.
