Job description:

This position contributes significantly to the efficient, effective and ethical operation of the Office of the Ombudsman and Health Complaints Commissioner by assisting the Ombudsman with strategic and day to day financial management and planning of the Office as well as ensuring the Office has effective complaint management and administrative systems and providing leadership, guidance and support in managing the human resources of the Office.

Period of Appointment

Fixed term - 15 December 2025 to 28 February 2027.

Hours per fortnight

73.50 hours per fortnight - flexible options available. 

Duties

  1. Oversee the Office’s business practices with regard to Financial, Records Management, Personnel and Information Technology
  2. Provide leadership and direction to administrative and support staff.
  3. Oversee and contribution to the preparation of the Office’s annual budget submission and monitor expenditure against the approved budget in accordance with government budget management processes. Exercise financial delegations, prepare reports and make recommendations on the financial control of the Office.
  4. Audit all operational expenditure on a regular basis and provide financial reports to the Ombudsman and Health Complaints Commissioner and the Management Team.
  5. Assist in the development, negotiation and implementation of the Office’s strategic plan and associated strategic initiatives.
  6. Maintain, development and upgrade the Office’s complaint management system as well as manage associated internal and external stakeholder relationships.
  7. Provide high level and strategic support to the Ombudsman and Health Complaints Commissioner and the jurisdictional Principal Officers in the management of human resource issues.
  8. Prepare office wide human resource plans and, in accordance with approved plans, initiate recruitment activity, oversee performance planning and review, and implement and monitor the staff development and training program for staff. Ensure the Office is WHS compliant.
  9. Initiate, develop, review, co-ordinate and maintain a manual of operational and administrative procedures.
  10. Assist the Ombudsman and Health Complaints Commissioner in the fulfilment of their responsibilities under the:
  • Ombudsman Act 1978
  • Health Complaints Act 1995
  • Energy Ombudsman Act 1998
  • Right to Information Act 2009
  • Custodial Inspector Act 2016
  • Public Interest Disclosures Act 2002
  • Personal Information Protection Act 2004
  • and other statutes and policies as may be required.

Pre-employment Checks

The Head of State Service has determined that the person nominated for this vacancy is to satisfy a pre-employment check before taking up the appointment, promotion or transfer.

  1. Pre-employment (National Police Record) checks for: Arson and fire setting, violent crimes and crimes against the person, sex-related offences, drug and alcohol related offences, crimes involving dishonesty, deception and/or conspiracy, making false declarations, malicious damage and destruction to property, serious traffic offences, crimes against public order or relating to the Administration of Law and Justice, Executive or the Legislative Power.
  2. Disciplinary action in previous employment.
  3. Identification check.

  • Current Drivers Licence
  • Current Tasmanian Working with Vulnerable People Registration (Registration Status - Employment).
  • Relevant tertiary qualifications
