Job description:

The Chief Financial Officer is a key senior management role responsible for the strategic oversight and management of Properties and Procurement and Financial Management Services. The role is responsible for providing strategic leadership in the development and implementation of financial management systems, policies and strategies that enable the Department of Premier and Cabinet to deliver its core business including services to the Tasmanian community. The incumbent is responsible for providing strategic advice to groups and units on the effective use of financial management systems and establishing the necessary strategic and planned approach to meeting medium and longer term demands. This includes coordinating and driving projects across the agency that are designed to improve financial performance and developing a high performance, collaborative team. The CFO is responsible to the key governance bodies in the Agency for the endorsement of the agency’s budget strategies and acquittance of financial accountability.

Duties

The Chief Financial Officer’s key result areas include:

  • Lead, direct and manage the finance, budget and asset management function of the Agency by ensuring that it supports a contemporary organisational culture and is responsive to the ongoing and emerging needs of the Department.
  • Provide high-level executive policy advice to the Secretary, Agency’s Executive and senior management in relation to the Department’s strategic management and delivery of financial, and physical resource functions, and ensure the Department complies with its statutory responsibilities and external audit requirements and maintains high standards of governance and probity.
  • Monitor and analyse the Agency’s performance against budget targets and promote a commitment to sound financial management, probity and accountability.
  • Implement management frameworks and controls, strategies, policies, systems and processes for the management of the Department’s financial and physical resources that are consistent with relevant legislation requirements and Government policies and are based on contemporary practices.
  • Develop, implement and monitor benchmarks and performance indicators, establish effective reporting mechanisms that enable the delivery of high level accurate information regarding financial performance milestones and standards for the Department’s operations.
  • Oversee legislative and statutory financial reporting, including responsibility for endorsing the accuracy of the Departments annual financial statements.
  • Drive systems and process re-engineering, standardisation and continuous improvement across the financial and asset management functions that align with the Department’s goals and priorities.    
  • Support the Secretary DPAC by coordinating funding provisions for whole of government programs where DPAC controls a centralised financial resource.
  • Establish effective relationships with key external agencies such as the Department of Treasury and Finance and the Tasmanian Auditor General to support the implementation of Government financial policy and initiatives.
  • Establish and maintain effective client relationships with key senior managers to ensure high levels of satisfaction with the responsiveness, professionalism and cost effectiveness of financial and asset management services.
  • Cultivate cooperative, values based, and productive working relationships within the budget, Finance and Property Services unit, promoting positive team culture.
  • Support the Agency Executive to lead, direct and coordinate the financial operations and performance of the Agency and support a positive organisational culture.
  • Ensure the safety and wellbeing of vulnerable people who may be associated with or located at the worksite (including children and young people) and immediately report any concerns, disclosures, allegations or suspicions of harm, together with actively participating in and contributing to practices that will ensure the Department is a child safe organisation including reporting, record keeping and information sharing obligations.
