Duties
-
- As a Director within the leadership team of the Office, the Director, Regulation and Compliance will be expected to provide strategic direction and technical leadership and support the Independent Regulator in driving a culture of high performance and continuous improvement to fulfil statutory obligations, as well as managing a team of Regulation and Compliance Officers and Assessment and Monitoring Officers.
- Conduct or oversee the conduct of investigations of serious and / or complex reportable allegations and systemic child safeguarding concerns relating to the prevention of and response to reportable allegations and provide expert guidance to staff on reportable conduct functions and process.
- Responsible for developing and overseeing an assessment and monitoring program to assess the achievements of relevant organisations in meeting the Child and Youth Safe Standards and Universal Principle.
- Establish and maintain effective working relationships with key internal and external stakeholders to facilitate collaboration, information exchange and timely expert response to child protection or matters of reportable conduct. An effective relationship with representatives of key agencies is a critical component of the role and will be integral to its success. Priority areas will include facilitating systemic cultural change and sector improvement in the prevention of and response to, reportable allegations and identifying and implementing best practice systems.
- Provide supervision for officers within the unit on their work across the Office including performing quality assurance on their case work and ensuring relevant agreed key performance indicators are met, providing constructive feedback, coaching, training, and support as necessary.
- Provide expert advice to relevant entities on high risk and or complex child protection matters, from assessing and managing risks to best practice investigative methods and leading targeted and tailored sector development initiatives as needed.
- Provide timely and strategic advice to the Independent Regulator or other senior officers as required on trends, systemic issues, individuals of concern, agency deficient investigations as well as the result of the assessment and analysis of information / holdings and other matters relevant to the functions of the Office of the Independent Regulator.
- Working closely with both internal and external stakeholders to build capacity within organisations / entities to build compliance with standards.
- The Director, Regulation and Compliance will be expected to exercise a high level of judgement in dealing with relevant entities and specific cases. Given the delegated authority assigned to this position, the occupant must have a capacity to accept responsibility and be accountable for any risk taken or decision made as well as having an established procedure for identifying high risk or contentious issues and escalating as appropriate.
- Assist the Independent Regulator in their fulfilment of their responsibilities pursuant to the following legislation:
- Child and Youth Safe Organisations Act 2023
- Children, Young Persons and Their Families Act 1997
- Youth Justice Act 1997
- Right to Information Act 2009
- Public Interest Disclosures Act 2022.
