Job description:

Lead Internal Audit for DoH, providing independent assurance and driving system wide improvement.

The Team:

Internal Audit sits within the Office of the Chief Risk Officer and provides an essential independent assurance function for the Department of Health (DoH). The team plays a critical role in supporting the Department to deliver safe, high‑quality health services to the Tasmanian community through robust oversight of governance, risk management and internal control systems.

Internal Audit undertakes a diverse program of assurance and advisory activities, working collaboratively across all DoH divisions, clinical and non‑clinical services, and statewide programs. The team partners with executives, managers and staff at all levels to assess the effectiveness of systems and processes, identify areas for improvement, and promote strong organisational performance and accountability.

As part of a large and complex health system, Internal Audit brings a systematic and disciplined approach to reviewing operations, safeguarding public resources, and supporting continuous improvement. The team works closely with the Chief Risk Officer, Secretary, Audit and Risk Committee, the Tasmanian Audit Office and other external stakeholders to provide rigorous, transparent and high‑quality assurance to support public trust in the Department’s services.

Through its work, Internal Audit contributes to the Department’s overarching mission to protect and improve the health and wellbeing of the Tasmanian community.

The Role:

Internal Audit is responsible for providing independent and objective assurance activity that is guided by a philosophy of adding value to improve the operations of Department Health (DoH).

Internal Audit assists the Department in accomplishing its objectives by bringing a systematic and disciplined approach to the evaluation of the respective organisation’s governance, risk management, control environment and recommended improvements as to their efficiency and effectiveness.

This role:

  • Is responsible for developing and managing the internal auditing program for the Department and is responsible to the Department’s Audit and Risk Committees for completing its approved program of work.
  • Reports to the Chief Risk Officer for administrative purposes but remains independent of any section or officer throughout the Department. The Head of Internal Audit has direct access to the Secretary and the Chairperson of the Audit and Risk Committee

You will need to:

  • Prepare a three-year Strategic Audit Plan for annual approval by the Audit and Risk Committee, showing a forward program of Internal Audit activity. The Plan shall be based on a prioritisation of the Department’s business objectives, risks and assurance requirements.
  • Based on the first year of each approved Strategic Audit Plan, manage the annual program of work for Internal Audit, including developing risk-based audit plans detailing the scope, nature and timing of audit activities. Ensure they remain current, relevant and are flexible to adapt to changing risk profiles and service delivery needs.
  • Maintain a quality assurance program to evaluate operations. The program incorporates independent peer review every five years (subject to resources), report and work paper review, quality certification for each audit undertaken, client feedback questionnaires and key performance indicators.

Details of appointment:

Permanent full time, day worker position, working 76 hours per fortnight, commencing as soon as possible.

*Notwithstanding hours to be negotiated with the successful applicant.

Applicants should note that, for a period of twelve months from the date of publication, this selection process may be used to fill subsequent or similar full time, part time, and casual vacancies.

Salary: $139,470 to $148,863 per annum. Our Employer 12% superannuation contribution is on top of this amount.

  • Salary range is in accordance with Public Sector Unions Wages Agreement 2022.

Eligibility:

  • Membership of a relevant professional organisation and/or relevant academic qualifications
  • Extensive knowledge and experience managing auditing, business and accounting functions in a complex organisation
