Accountability of Role

The occupant is accountable for:

  • Workforce stewardship – Leadership of approximately 30 FTE together with external contractors and consultants.
  • Financial accountability – Management of an annual operating budget of approximately $9 million, in addition to capital programs.
  • Asset stewardship – Oversight of heritage assets and infrastructure across the Port Arthur Historic Site, Coal Mines Historic Site and Cascades Female Factory.
  • Compliance and governance – Compliance with relevant legislation, standards, delegations and policies, including responsibilities as an officer under the Work Health and Safety Act 2012.
  • Ethical decision-making – Maintenance of governance, risk, fraud control and accountability arrangements consistent with public sector standards and the public trust.
  • Organisational culture stewardship – Provide whole-of-organisation stewardship of workplace culture by reinforcing clear expectations, strengthening leadership accountability and embedding the systems and ways of working that sustain improved performance, integrity and safety over time.

Office Relationships

Internal – Chief Executive Officer; Executive Leadership Team; Board and Board committees as required; managers and staff across PAHSMA; and corporate service functions including finance, people and culture, risk, procurement and project support.

External – Government agencies and other public sector stakeholders; heritage, tourism, infrastructure and land management bodies; Aboriginal communities and representatives; local government, community groups, researchers and educational institutions; and consultants, contractors, professional advisers and industry partners.

Performance Management

The performance of the Director Conservation & Infrastructure will be assessed through PAHSMA’s performance management and development arrangements, with reference to achievement against agreed priorities and deliverables, demonstrated capability against the Tasmanian State Service Senior Executive Leadership Capability Framework, and effective stewardship of people, resources, governance, risk and stakeholder relationships.

Selection Criteria

Equal weighting applies to the five core capabilities of the Tasmanian State Service Senior Executive Leadership Capability Framework. In addition, one role-specific criterion applies. To be assessed suitable, all criteria must be satisfied:

  1.   3. Cultivates Productive Working Relationships: Demonstrated capability to nurture internal and external relationships, facilitate cooperation and partnerships across organisational and sector boundaries, value diversity, and guide, mentor and develop people.
  4. Exemplifies Personal Drive and Integrity: Demonstrated professionalism and probity, sound judgement, resilience and adaptability, commitment to ethical conduct and public sector values, and willingness to engage constructively with risk and show personal courage.
  5. Communicates with Influence: Demonstrated capability to communicate clearly, listen and adapt to audience, negotiate persuasively, and represent the organisation with authority, credibility and influence.

6. Role-specific criterion – Professional Expertise:

    • Deep professional expertise relevant to heritage conservation, infrastructure, asset management and/or a related discipline, with the ability to apply specialist knowledge in a complex heritage tourism environment while balancing heritage protection, statutory obligations, public value, commercial sustainability and community expectations.
    • Post graduate qualifications in a heritage-related discipline or comparable experience and expertise.
    • Demonstrated experience and success in a senior people management and organisation culture leadership role.

Desirable Requirements

  • Additional relevant postgraduate or industry qualifications, and/or professional affiliations.
  • Experience across a heritage tourism and attractions portfolio.
